It is a scientific instrument used for precise and sophisticated characterization of structural vibration on a surface without physical contact. The laser beam from VELA is directed at the surface of interest, then it is reflected, and the frequency of the laser is shifted proportional to the object velocity - referred to as the Doppler frequency shifting phenomena. The Doppler frequency is then processed to give output voltage proportional to surface speed at the scanned point in real time.
